My name is Luis Withrow. I am a 24 year old renter and a unionized worker living in Mounds View, Minnesota. Ever since I was young, my passion in life has been for our nation and our political process, and I am grateful to have the chance to get off my phone and actually be involved!
I am molded by common sense populist principles that seek to uplift and put Americans first, and by an insatiable love and drive for our country and state. As the first Gen Z candidate to appear on the ballot in Senate District 40, I hope to bring fiery youthful energy and idealism to a political process that desperately needs it.
Taxation is a system that we put up with because, well, we have to. That being said, there are ways to do it that are more equitable than others. Minnesota currently ranks 7th in the nation in terms of overall tax burden. I firmly believe a system of LOW, unburdensome taxation, but one in which everybody pays their fair share. I will vote against any increase in state fees, property, sales, or personal income taxes until we balance our budget and get state spending under control.Â

As anyone who has ever tried to start a business or really do anything in Minnesota will tell you, Minnesota's regulations are among the most bureaucratic in the nation. I believe in cutting the red tape for ordinary people and small businesses, while still protecting the environment and our communities from near-sighted, unsustainable exploitation. I also believe in creating consumer protection regulations including stopping companies from charging false taxes or fees in which no tax or service is actually produced

In 2026, Minnesota received national attention for people uncovering a ring of operations in which groups of primarily foreign nationals falsely billed state programs for services that were never provided. In total, estimates put the amount of money stolen in the tens of billions of dollars. This was your money that was given to the poor and then stolen by criminals. What was mostly ignored in all the news headlines of this case, though, is that Minnesota has known of widespread fraud and abuse in its for over a decade, and it continues to happen today. The only way to prevent this disgusting injustice from happening again is to create action now. I will work with legislators to create boards of oversight, mandatory case inspections for recipients of federal funds, mandatory itemization of all costs, and punitive action taken against all who have been involved in fraud.
